As colleges and universities face increasing challenges around funding and cost-effectiveness, online learning is often brought forward as a possible cost saving measure. At the same time, it is seen as imperative that potential economies maintain or even increase the quality of teaching and learning outcomes, as well as provide enhanced access and flexibility for students. Both these issues of quality and flexibility have been integrated into the research on the cost and cost-effectiveness of online learning done in Canada.
